I know of instances where officers went to Sac Raceway on test and tune nights (usually 200-300 cars there) just to observe vehicles. They were dressed in civi's of course, and would take down license plate numbers of cars that ran exceptionally fast times....knowing that the stock appearance was false. It was part of a sting that busted over 3,000 individuals who had modded their vehicles illegally. Of course, the only stipulation was that the officer had to physically see the aforementioned auto's driving off raceway grounds in order to tag them with illegal use. If you brought your car on a trailer, you were safe. The whole ordeal was a tad shady IMHO.
Fortunately for me, I wasn't living in Sac at the time.
